I think the river is a good thing to start not only for the graphic variety. For similar starting elements you should have in mind that there should not be one big field (like in River 1) but more streets (or other elements) to divide the starting field in several fields. Thanks for the clarification. So he is envisioning a "set" of tiles to be played at the beginning of the game, like the River mechanic.
