Missing "Variant"

Not too long ago there was a "variant" project posted here by one of our members. It wasn't so much a variant as it was a game inspired by Carcassonne and some strategy video game. I had tried to keep up with the news but I can no longer find any mention of it on here. I know that the creator had planned to make it available for free as a PDF download on his website.

If you know the name of the game or better yet the URL for the website post here!
