How about a Warcraft spinoff.  You could have different shaped meeples for humans, dwarves, nightelves, orcs, and whatever.  The tiles could have several different features like the pre-WoW games had. 

You could also do Starcraft, Age of Empires, or any of those real-time strategy games.

A lot of the draw with wow is the battles, so although it would be possible, I think it would be somewhat disappointing to leave out that combat element
